After Leaving Outgamie County "In the Black," Rober Paltzer Is Named Professional of the Year for His Efforts

APPLETON, WI, December 8, 2011 /24-7PressRelease/ -- Robert "Toby" Paltzer Jr., Retired County Executive of Outagamie County, has been named a Cambridge Who's Who Professional of the Year in Public Service. While inclusion in the Cambridge Who's Who Registry is an honor, only a small selection of members in each discipline are chosen for this distinction. These special honorees are distinguished based on their professional accomplishments, academic achievements, leadership abilities, years of service, and the credentials they have provided in association with their Cambridge Who's Who membership. In addition, his exemplary efforts have warranted inclusion in Cambridge Who's Who Calendar of industry achievers and recognition as an expert in his field.

For the 12 years prior to his retirement, Mr. Paltzer served as a county executive of Outgamie County in the state of Wisconsin. His mission upon taking the position was to lower the debt for the county, a goal he completed successfully. His responsibilities entailed overseeing a county budget of $210 million for facilities and programs such as the airport, a long-term care facility for seniors and a recycling program. Mr. Paltzer also managed methane gas sales, worked with various department commissioners and ensured the delivery of county services. Upon his retirement, he left the county $20 thousand "in the black" and with an AAA bond rating, which is the highest the county can achieve.

Mr. Paltzer's work has not gone without formal recognition. In 2010, he received a Congressional Leadership Award. More recently, he was named a Professional of the Year in Public Service, honored as an Elite American Public Servant, and selected for inclusion in Pro-Files Magazine. Mr. Paltzer attributes his success to his communication skills and ability to treat people with dignity and respect. He also credits the support of his family and parents. He has four sons, 11 grandchildren and one great-grandchild.

A veteran of the U.S. Army, Mr. Paltzer was as an international businessman for 35 years doing bovine embryo work. He studied agricultural science at the University of Winsconsin-Madison and served as a plant agronomist working with hybrid seed corn and hybrid winter wheat for milling. Having experienced success in this field, he was later encouraged to run for county executive and was first elected in 1999. Today he maintains affiliation with the Outagamie Quality Milk Council, the Wisconsin Crop Improvement Association, Friends of Mosquito Hill Nature Center, the Wisconsin Counties Association and the National Association of Counties. Mr. Paltzer aspires to spend his retirement teaching and traveling.
